Explain this mayor Nagin

100s of lives could have been saved - but mayor failed to use these transports - oh well, typical liberal incompetence; at least, at least - if you were not sure what to do with these you could have moved them to higher ground knowing the power of Katrina and DUH! being a mayor of the city bellow sea level
